Programs and initiatives
Our work happens through a few focused programs that bring fleets, schools, and communities together around cleaner transportation.
Fleet Academy
A partnership with the Silicon Valley Clean Cities Coalition and the U.S. Department of Energy. Through in-person and virtual events, we help fleet managers run their fleets more efficiently and plan a transition to zero-emission vehicles. In-person events are held outside the major metros to reach managers with less access to this information.
The September 14th Sonoma Raceway Fleet Education Event has been postponed. A new date will be announced soon.

Fleet Academy
More in-person events on the way
Beyond the Fleet Academy & Expo, new in-person sessions are being planned for Redding, Sonoma, and Sacramento, with dates announced as they are confirmed.

School Bus Consortium
A network for school districts moving to electric buses. Members share grants and financing strategies, charging and vehicle-to-grid lessons, and technician training. Twin Rivers Unified, the first district in the nation to deploy zero-emission school buses, now runs one of the largest electric bus fleets in the country.
Planning tools, funding like ZESBI, and free expert help for districts are on the School Bus Consortium page.

The October 5th meeting is in person at the Roseville Civic Center, 10am to 12pm. It is a CARB listening session on zero emission school buses, and it is exclusively for School District and Air District staff. Register on Eventbrite.

NorCal Mobility Collaborative
The NorCal Mobility Collaborative brings together public agencies, nonprofits, and community partners to support clean mobility and the region’s growing demand for electric charging infrastructure. A shared calendar keeps everyone current on meetings and ways to help advance the collaborative’s goals. Next up: NorCal Mobility Collaborative Meeting – October 20th, 12:00 to 1:30pm, online. Previously the Community Mobility Collaborative.

workforce development
NorCal Clean Cities is building a robust workforce development program to meet the needs of the clean transportation sector. Our most recent project is EV Ambassadors.
EV Ambassadors
A workforce development program that introduces Twin Rivers high school students to careers in electric mobility. Run with Green Tech and funded by the Sacramento Metropolitan Air Quality Management District, Ambassadors staff community events — like Sacramento Earth Day — sharing EV knowledge and buyer’s guides while building public-speaking and outreach experience.

Community equity projects
Through the NorCal Mobility Collaborative’s Community Committee, we back projects that bring clean, affordable transportation to the communities that need it most.
Clean Cars 4 All
Financial incentives for income-qualified residents to buy or lease a plug-in hybrid, zero-emission vehicle, or e-motorcycle — plus help with a home charger or a prepaid charge card.
Our Community CarShare
A Sacramento Metro Air District program that makes electric vehicles available at a discounted rate to low-income and disadvantaged communities, while spreading EV awareness.
Green Tech Mobility Hub
A zero-emission mobility hub offering transportation for commuting and everyday errands, serving people without easy access to a vehicle and acting as a central point of connectivity.
CRP – Louise Perez Center Hub
A community mobility and resiliency hub from Community Resource Project and Aura Planning, bringing clean transportation, renewable energy, and emergency preparedness together for residents.
How projects are chosen
Bringing community projects to the Collaborative
The Community Committee is the equity-focused subcommittee of the NorCal Mobility Collaborative, centered on neighborhoods that carry a heavier share of economic, health, and environmental burdens. It brings project opportunities forward for the Collaborative’s executive committee to evaluate, strengthening coordination and engagement with community-based organizations.
Projects are weighed against seven criteria:
- The organization and proposed project are in Sacramento County
- Low-income residents are the primary beneficiaries
- Meets an important need of blighted communities by reducing disparities and/or increasing opportunities
- Reduces emissions and improves air quality
- Addresses public health issues through meaningful metrics without unmitigated consequences
- Collaboration with the Community Committee
- Identifies measures for producing or influencing a sustainable racial equity plan
